研究意义:
近两年来,中国和中东欧16国(分别是:波兰、阿尔巴尼亚、保加利亚、立陶宛、波斯尼亚、克罗地亚、捷克、爱沙尼亚、匈牙利、斯洛伐克、拉脱维亚、马其顿、黑山共和国、罗马尼亚、塞尔维亚、斯洛文尼亚等16个国家)表现出了深化合作的强烈愿望,在今年4月的“第二届中国—中东欧经贸论坛”上,温家宝总理发表了“齐心协力共创未来”的致词,并为了促进中国与中东欧国家友好合作,中国提出了12项举措。可以看出今后中东欧国家将成为中欧战略伙伴关系中的重要一员,也将为中国的发展发挥积极重要的作用。
然而,近年来我国学术界忽视了对这些中东欧国家经济系统深入的研究,为弥补这方面的研究不足,同时也为中国与这些中东欧国家进一步的经济合作——特别是国际贸易方面的合作——提供智力支持。我们提出了“中东欧十六国出口市场份额变化成因比较分析:2000-2011——兼论中国市场的影响”这一研究课题,希望通过这一课题的研究揭示出:(1)中东欧国家出口竞争力情况;(2)中东欧国家出口结构及该结构对其出口绩效的影响;(3)中国市场对中东欧国家出口绩效的影响。并希望在此基础上发掘出中国与中东欧国家间未来的国际贸易合作方向与发展前景。
研究方向:
揭示中东欧各个国家的出口绩效及其产品结构与市场结构的影响。
研究方法:
首先,根据欧洲央行(ECB,2005)所采用的具体CMS模型,利用WTO数据库、全球贸易信息服务数据库(Global Trade Atlas)、及美国商品贸易数据库(UN Comtrade)以及世界银行数据库等,收集中东欧16国2000年—2011年间的各类出口商品的贸易数据;其次,根据选定的CMS模型编辑程序,计算出中东欧16国(2000—2011)出口产品世界市场份额的变化的各种成因;再次,对实证结果并予以解释说明,并对16国的情况加以比较分析;最后,得出结论并重点说明中国市场的影响。基本思路可简化为:收集数据→ CMSA实证分析→实证结果解释→各国间的比较→结论。
其中,数据的分期与市场的分类对CMSA结果的影响较大,我们预计把2000-2011年间;分为2000-2007年、2008-2011年两个期间,意在说明欧债危机对东欧各国出口的影响;用国际标准分类(国际贸易标准或国际行业标准)对产品分类,以说明出口产品结构对其出口绩效的影响;根据市场的重要性把这些国家的出口目的地分为:中国、美国、日本、欧盟、欧洲其他地区及世界其它地区等六个地区,以说明市场结构对其出口绩效的影响。
