全球化、欧洲一体化背景下FDI在罗马尼亚的发展现状与趋势

  研究意义:
  自1989年中东欧巨变以来,伴随着全球化和欧洲一体化进程,FDI在罗马尼亚迅速增长,在经济社会转型方面发挥了举足轻重的作用。2007年1月1日罗马尼亚正式成为欧盟成员国,为FDI的发展开辟了更为广阔的前景。与其他中东欧国家类似,罗马尼亚国内投资法、外资企业法和贸易法也经历了深刻变化。目前,对FDI在罗的地域与行业分布、东道国分布、规模、特点、对FDI在罗马尼亚经济社会转型中所发挥的影响以及罗马尼亚投资法、外资法的发展等问题尚未开展系统的研究,因此这一课题具有填补国内中东欧研究空白的意义。这一课题也将为未来中国企业在罗马尼亚投资提供政策及法律建议。

  研究方向:
  (1)FDI在中东欧国家发展国别比较研究:以波兰、捷克、匈牙利、罗马尼亚、克罗地亚5国为例
  (2)FDI在罗马尼亚发展情况概论:从历史、经济社会转型和法律变迁的宏观视角
  (3)FDI在罗马尼亚发展情况详论:从投资的地域分布、行业分布、投资规模、投资来源国、跨国公司社会责任承担等微观视角
  (4)罗马尼亚国际投资、外资政策与法律评析:对未来发展趋势的研判
  (5)未来中国企业在罗马尼亚投资:政策与法律建议

  研究方法:
  第一, 从历史研究和比较研究入手,系统梳理百年来FDI在罗马尼亚的发展情况,重点是1989年中东欧剧变以来FDI在罗经济社会转型中所发挥的作用以及加入欧盟以来FDI发展的情况。第二,通过罗马尼亚锡比乌大学孔子学院,对部分在罗跨国公司进行实地访问或问卷调查,搜集最新统计数据以进行定量分析。第三,对罗20余年来的投资和外资政策进行系统的规范分析。
