| 推进制度化和有效的跨界合作是近年来发达国家政府改革的新趋势，跨部门协调相应地成为政府改革的热门实践和国际公共管理学研究的前沿领域。本文以上海自贸区为个案，从结构性机制和程序性机制两个层面，构建了“参与主体—管理客体—实现机制”的分析框架，对上海自贸区跨部门协调机制进行归纳、描述和分析，为自贸区的政府管理模式创新提供一个新的理论视角。上海自贸区跨部门协调机制主要以结构性协调机制为主、程序性协调机制为辅，程序性协调机制的建构主要是为了推进结构性协调机制的实现和完善。 |

| Interagency Coordination Mechanisms in SFTZ: An Analytical Framework |

| A new trend of government reforms of developed countries at the beginning of the 21st century is to promote institutionalized and effective cross-cutting cooperation, interagency coordination have consequently become the frontier areas in government reforms and international administrative studies. With the case of SHFTZ, we establish an analytical framework of “participant subject-administrative object-mechanisms” in terms of structural mechanism and procedural mechanism, so as to provide a new theoretical perspective for the innovation of FTZs’ government mode. It concludes that compared with procedural interagency mechanism, structural interagency coordination mechanism plays a key role in the administration of SHFTZ. Moreover, the construction of procedural interagency mechanism will improve and promote the effectiveness of structural interagency mechanism. |
